There should be a large imbalance in favor of the defender. With capital ships being able to warp in from anywhere, without choke points, they are almost impossible to defend against. It becomes a battle of time zones and who can blob the most. That kind of battle is not decided by the innate skill of the player. What cyno jammers do is create a situation where an attacking force must be larger than the defending force in terms of the NUMBER OF PLAYERS and they give you the time to organize a response. They also give us carebears a place in the defense of space.
Previous to this, a very few players could steamroller entire regions. This is important for black ops as well, as allowing them to escape the jammer would allow large alliances to beat the crap out of small one, and even bands of pirates to grief everyone with impunity. Your proposal is not very good for these reasons. Your plan would preference huge capital fleets wiping out medium and small alliances, destroying everything they have worked for.
Cyno jammers are about stability, they slow down the process for taking over space. In the grand scheme of things they won't stop a superior force from taking over. Its not supposed to be easy. If it was easy, it wouldn't be any fun.
Also, there is another point of view to consider in all of this. If you look at this from the point of view of CCP, or pretend you are the gamemaster for a second, the number one reason to play an MMO is to have a fun time with your online friends. You need a way to keep those people interested, together and engaged. One way to do that is to make sure people are able to maintain a sense of accomplishment over time. If people put in 3 months of work in a small alliance, they are proud and happy that they control space. If they can lose all of their hard work quickly to an enemy force they will quit. This is why it is important to have a game structure that rewards multiple play styles, not necessarily whoever has the biggest fleet. As much as pvpers want to believe that EvE is all about pew pew, it is actually about RL isk for CCP, and they survive by making a game that is fun and entertaining for people you may think should not exist in 0.0 sometimes. That includes casual players, who pay CCP the same amount per month as people who fly titans. There are many kinds of balance to consider, not just the pew pew. EvE is a sandbox.
